I originally tried to mod this system using a couple of single-transistor mods from vintagegamingandmore.com. However, I was having horrible quality output, so I had PCBway create a few of these boards instead.
While installing it, I think I found the true problem with the first mods: The +5v rail wasn’t making a very good connection (it was either that, or a defective TRRS barrel-jack).
Here’s one after installing components.

The installed mod, after removing the RF modulator, the inductor, a transistor and a few other resistors and capacitors that were no longer necessary. It has also be re-capped, with all the electrolytic and film capacitors replaced.

I bought some black plastic ABS sheets and drilled out two holes – one for the TRRS barrel jack, and one for the post that’s on the inside bottom of the 2600 case. This allows it to slide into place and be secured with JB-Weld, leaving the jack accessible where the RF cable originally came out of the system.

It works!
